The voice structure should honour our sovereignty and cultural Lore and be established through our Nation structures not through community structures. The proposed community based structure is not culturally appropriate and does not honour the lore of the land. True sovereignty empowers the First Nations people of the land to not only care for Country but also care for any visitors to Country. The focus should change to Nation building, upskilling Nation groups so they can pursue self-determination.

Consideration of Nation groups whose boundaries pre-date state boundaries is needed. Border Nation groups often face barriers that come with state boundaries.
