Submission for Co-design process
Dear Co-Design Body, RE: Submission for Co-design process
I am the CEO of an umbrella organization for a range of coordinated and integrated services to
meet the needs of young people aged 12 to 25 years in Western and Northern Melbourne which
also provides crime prevention support services for these vulnerable young people. In Victoria,
Aboriginal, black, brown and minority ethnic children and young people are much more likely
than their peers to be exposed to risks of justice engagement, including structural disadvantage,
poverty, social and economic exclusion, racism, educational and health disadvantage, and
insecure housing, contributing to their over representation in our youth justice system
Why do you think the Uluru Statement from the Heart is important?
Empowerment is at the heart of the Uluru statement and it sets expectation constitutionally for
the rights and equity that needs to be achieved for our first nations people in an ongoing and
enduring capacity. For the young people we support, this process will work to increase
inclusivity in a system that fundamentally excludes them, and is a very basic first step for them
to achieve their full potential.
How could a Voice to Parliament improve the lives of your community?
A voice to parliament elevates injustices, and holds the constitution to account. In the
community I work in, the justice system currently works to predominantly white European
values and constructs. When the voices change, the systems follow.
Why is it important for Indigenous people to have a say in the matters that affect them?
Indigenous peoples require these constitutional reforms to legally empower their people to take
a rightful place in their own country.
Why do you think it's important to enshrine the Voice to Parliament in the Constitution, rather
than include it only in legislation?
A transparent system embeds a First Nations voice in the constitution making this an enduring
change, rather than a mechanism that can be amended and repealed. l. Malcolm-Black
